What you have said is true, but my point is when you be fully dependant on the rainfall you will reduce the chance of achieving your development objectives and that due to increasing the chance of uncertainty and this is from the general point of view.
In Sudan we usually depending on the rainfall like any other country in the developing countries, but that does not mean we have to continue like that, for Example when we plan for our future whatever Agriculture or any other sector we should consider groundwater and other resources that we can use to benefit the generation, when we talk about climate change we should put in our mind that the surface water is more effected than the ground water so when we plan for adaptation strategies the groundwater will be more reliable than the surface water.
